Based on the INNOFACT survey commissioned by the Stiftung Klimaneutralität and Agora, six buyer groups were therefore identified and extrapolated to 13.9 million potential EV buyers. Among other findings, the analysis shows: 3.2 million "Convinced" and "Ready" buyers already have good conditions in place for purchasing an EV, and 97 percent of those who already own an electric vehicle are also interested in buying one for their next purchase. At the same time, for 7.1 million "Optimistic," "Undecided," and "Price-sensitive" buyers, high purchase prices, a lack of charging options, and a limited used car supply remain central barriers. A further 3.6 million "Skeptics" still need to be fully won over by the technology in the long term.

The success of the EV ramp-up therefore depends critically on whether targeted measures are developed for each of these groups, rather than a one-size-fits-all market approach. The analysis provides an empirical basis for doing so.
