A study by Agora Energiewende, Stiftung Klimaneutralität, and Dezernat Zukunft analyzes the German energy utility landscape and identifies ways for all players — from large corporations to small municipal utilities — to become financially capable of acting.

Several instruments are brought to bear: state guarantees ease access to credit. Energy utilities mobilize additional equity through project companies. A federal or state-owned entity pools this capital through a fund model and provides fresh equity. This could be implemented within the framework of the Energy Infrastructure Fund currently under discussion, under the umbrella of the Deutschlandfonds.
