This analysis closes that gap. Based on approximately 99,000 tariff data points from the Chargeprice export of March 2026, it provides the first comprehensive overview of all publicly available DC and HPC fast-charging prices in Germany—across 375 charging point operators (CPOs) and 412 mobility providers (EMPs).
The findings are revealing: At a single charging station, up to three different prices may apply for the same kilowatt-hour—depending on whether a customer pays on the spot via ad hoc, uses the station operator’s rate plan, or roams with a third-party provider. The median surcharge for third-party EMP customers compared to the operator’s own EMP rate is 34%; the ad hoc range varies from 0.39 to 0.94 EUR/kWh.
The analysis examines how these price differences arise, which types of operators charge particularly high or low prices, and to what extent the observed patterns are consistent with the requirements of a functioning competitive market and the legal provisions of the EU’s AFIR Regulation (Art. 5). Whether the German fast-charging market meets this standard has hardly been systematically examined to date.
