The study recommends a national quota for green nitrogen fertilizer to create reliable demand for green ammonia. Complementing this, product-based Contracts for Difference (CfDs) should secure investments in production projects and protect farmers from additional costs. At the same time, a domestic baseline production capacity for ammonia should be preserved and transformed, in order to strengthen resilience and make a substantial contribution to meeting European RFNBO targets.
